Government of Mongolia (GoM) intends to uplift the livelihood of Ulaanbaatar’s ger areas with improved access to low-carbon and climate-resilient eco-districts, and green affordable housing units (AH).

The main objective of this assignment is to establish, manage and operate the Eco-District and Affordable Housing Fund (EDAF) that will be channeled through Green Climate Fund (GCF) concessional financing administered by the Asian Development Bank (ADB) to finance the development of eco-districts, and green mortgages to be issued to low-income residents through qualified commercial banks.

SB Consulting is identified as the “Sustainable Green Finance Support” team and has been contracted to provide a financial advisory service to DBM-AMC, an entity to manage the Fund. Our work includes the establishment of the Fund structure, financial products’ concept, and its mechanism, and governance framework (including environmental and social safeguards, and gender components) and documentation for the Fund.

Recently, our consulting team has undertaken the assignment to engage with developers and commercial banks and conducted a comprehensive market survey to gain a deep understanding of their outstanding issues and bottlenecks, and possible solutions, which could be suitably used to modify EDAF, ultimately improving project viability.
